Visits to Nuvir and AGCOM
Also this year, EMLE students currently spending their third term at LUMSA (Rome) had the opportunity to visit the Italian Regulatory Impact Assessment Nucleus (Nuvir), located in the historic Wedekind Palace. Nuvir is a technical unit that supports the Department for Legislative Affairs (DAGL) in evaluating the quality of both ex-ante and ex-post impact assessments.
The visit was organized within the framework of the Better Regulation course and included a lecture delivered by three board members: Prof. Nicoletta Rangone, Dr. Francesco Sarpi, and Dr. Mario Martelli. The lecture focused on the institutional framework of regulatory impact assessments and the methodology for developing economic assessments of legislative proposals. The session also featured a practical exercise in conducting an impact assessment on a specific case study, followed by a Q&A session on the board’s activities.
The following day, the students also had the chance to visit the Italian Communications Regulatory Authority (AGCOM). During this visit, AGCOM representatives presented various case studies and engaged in a Q&A session with the students. Topics discussed included:
- The Role of AGCOM and the European Regulatory Ecosystem (Maria Luce Mariniello)
- Media Pluralism (Paolo Lupi)
- Transparency of Media Ownership (Paola Savini)
- The Digital Services Act (DSA), Electoral Integrity, and Access to Data (Francesco Marrazzo)
These visits provided students with valuable insights into the practical application of regulatory principles and the functioning of key Italian institutions involved in the regulatory landscape.
